ISO 14001:2026 Changes and Malaysian Transition Deadlines
Published 3 min read
ISO 14001:2026 was published in April 2026, replacing ISO 14001:2015. For Malaysian companies the key dates come from the Department of Standards Malaysia (JSM), which accredits certification bodies here. This article sets out those dates, the main changes in the standard, and how to plan the move.
Malaysian transition dates
Under JSM ACB Circular 5/2026:
| Date | What it means |
|---|---|
| April 2026 | ISO 14001:2026 published. The three-year transition starts. |
| 31 January 2027 | Certification bodies submit their transition declarations to JSM. |
| 30 April 2027 | Certification bodies complete their own transition. |
| 31 October 2027 | New and initial certifications must be to ISO 14001:2026. |
| 30 April 2029 | All certified organisations must have transitioned. ISO 14001:2015 certificates are no longer accepted. |
Your own certification body may set an earlier booking cut-off for transition audits, so check with them.
What changed
The overall structure stays the same, but several clauses were tightened or added:
- Context (clause 4.1). Climate change, pollution, biodiversity and ecosystem health are now part of the external issues you consider.
- Interested parties (4.2). Their needs relating to these environmental conditions may need to be built into the system.
- Scope and life cycle (4.3 and 8). Life-cycle thinking applies across the whole scope, including outsourced processes, products and services. Controls over external providers are stronger.
- Environmental aspects (6.1.2). Aspects and impacts must be evaluated for normal, abnormal and emergency conditions.
- Risks and opportunities (6.1.4). Identification of risks and opportunities now has its own sub-clause.
- Change management (6.3, new). A dedicated requirement to plan and control changes to the environmental management system.
- Documented information (7.5). "Maintain" and "retain" are replaced by "available". Records still need to be there when the auditor asks.
- Internal audit and management review (9). Internal audit objectives must be defined and the audit programme documented. Management review is reorganised into clearer sub-clauses.
How Malaysian companies should plan
- Find your next audit date. Most companies will transition at a surveillance or recertification audit before 30 April 2029.
- Do a gap analysis against the 2026 text, focusing on context, aspects in abnormal and emergency conditions, outsourced processes and change management.
- Update the aspects register and compliance obligations. Department of Environment requirements such as scheduled waste licences and effluent limits stay as they are; ISO 14001 sits alongside them.
- Write the change management procedure and tighten controls over contractors and external providers.
- Train internal auditors on the new clauses and run one internal audit and management review on the updated system.
- Book the transition audit.
Doing it together with ISO 9001:2026
ISO 9001:2026 was published on 16 September 2026 with its own three-year transition. Both standards follow ISO's Harmonised Structure, so a combined project saves time: one gap analysis, one set of updated documents, one internal audit and one transition audit. Frequently asked questions
Is my ISO 14001:2015 certificate still valid? Yes, until you transition, and at the latest until 30 April 2029.
Can a new company still certify to ISO 14001:2015? Only until 31 October 2027. After that, new and initial certifications must be to ISO 14001:2026.
Do we need new documents for climate change? Usually not a new procedure. Show that you considered climate change in your context review, your aspects register and your objectives, and keep the record available for the auditor.
Does ISO 14001 replace our DOE licences? No. ISO 14001 helps you manage and evidence compliance, but statutory approvals and licences remain separate.
