GFSI-recognised food safetyFSSC 22000 Version 6

Get the GFSI-recognised certificate your export buyer or hypermarket listing actually names, without rebuilding your ISO 22000 system from scratch.

What it is

FSSC 22000 is a Global Food Safety Initiative (GFSI) benchmarked certification scheme for food safety management systems, owned by the Foundation FSSC in the Netherlands. It combines three layers: the ISO 22000:2018 management system standard, a sector-specific prerequisite programme specification such as ISO/TS 22002-1 for food manufacturing or ISO/TS 22002-4 for packaging, and the FSSC additional requirements covering food defence, food fraud, allergen management, and environmental monitoring. Version 6 became mandatory for all audits from April 2024. Multinational retailers and food brands accept it as equivalent to BRCGS, IFS, and SQF.

Who needs it in Malaysia

Food manufacturers exporting to GFSI-driven markets
Buyers in Europe, North America, Australia, the Middle East, and East Asia commonly require a GFSI-recognised certificate as a supplier approval condition. FSSC 22000 satisfies that requirement while staying on the ISO 22000 base most Malaysian factories already know.
Suppliers to multinational brands and hypermarket chains
Global food brands and retailers such as Nestlé, Unilever, and Tesco-heritage chains operating in Malaysia often specify FSSC 22000 or an equivalent scheme for private-label and ingredient suppliers, making it a listing requirement rather than an option.
Companies already certified to ISO 22000
An ISO 22000 certificate covers the management system layer but not GFSI recognition. Adding the ISO/TS 22002 prerequisite programme and FSSC additional requirements is the most direct route to GFSI status without changing to a different scheme.
Food packaging, ingredient, and animal feed producers
FSSC 22000 has dedicated categories for packaging materials, food ingredients, animal feed, and catering, so upstream suppliers whose customers ask for GFSI recognition can certify under the scope that matches their operation.
Halal-certified manufacturers targeting export growth
JAKIM halal certification opens Muslim markets but does not address GFSI expectations. Manufacturers pairing halal with FSSC 22000 are able to answer both religious compliance and food safety benchmarking questions in one supplier questionnaire.

Our process

  1. Gap analysis against all three FSSC layers

We assess your facility against ISO 22000:2018, the ISO/TS 22002 prerequisite programme specification for your sector category, and the FSSC Version 6 additional requirements, and hand over a dated, written action list for every gap.

  2. Prerequisite programme upgrade

Where ISO 22000 allows you to define your own prerequisite programmes, FSSC prescribes them. We bring construction and layout, utilities, waste, pest control, personal hygiene, rework, and product recall procedures up to the ISO/TS 22002 specification.

  3. Food defence, food fraud, and allergen management

We facilitate the threat assessment for food defence and the vulnerability assessment for food fraud, then build the mitigation plans, allergen management programme, and environmental monitoring programme the additional requirements call for.

  4. Records generation, internal audit, and management review

Monitoring records for critical control points and operational prerequisite programmes run for a full cycle, then we conduct the internal audit and management review with FSSC-specific inputs such as food safety culture and quality control.

  5. Stage 1 and Stage 2 certification audit support

We accompany you through the Stage 1 document review and Stage 2 on-site audit by an FSSC-licensed certification body, help you answer findings within the scheme's deadlines, and prepare you for the unannounced surveillance audit that follows.

Timeline

A facility already certified to ISO 22000 with mature hygiene practices typically upgrades to FSSC 22000 in four to six months, since the management system exists and the work focuses on prerequisite programmes and the additional requirements. A facility starting without ISO 22000 usually needs eight to twelve months, because HACCP documentation, prerequisite programmes, and monitoring records must all be built and then run long enough to generate real evidence before the Stage 2 audit.

What affects the cost

  • Whether ISO 22000 certification is already in place or the system is built from scratch
  • Sector category and the matching ISO/TS 22002 prerequisite specification
  • Number of product lines, processing areas, and sites in scope
  • Facility condition, since prerequisite programmes often require physical upgrades
  • Certification body fees, quoted separately by the FSSC-licensed body you choose
  • Whether food defence and food fraud assessments have been done before

How BUKTI helps

  • BUKTI keeps CCP monitoring records, prerequisite programme checklists, and environmental monitoring results in one controlled system, so evidence for the unannounced audit is never a scramble.
  • Nonconformities from internal audits and certification audits run through BUKTI's CAPA workflow, with root cause and closure evidence tracked against the FSSC response deadlines.
  • Management review inputs required by FSSC, from food safety culture indicators to complaint trends, are compiled automatically in BUKTI so the review meeting starts with data.

FAQ

What is the difference between ISO 22000 and FSSC 22000?

ISO 22000 is the management system standard. FSSC 22000 uses ISO 22000 as its base and adds a prescribed prerequisite programme specification plus the FSSC additional requirements, which is what earns GFSI recognition. If your buyer asks for a GFSI-recognised certificate, ISO 22000 alone will not satisfy them.

Is FSSC 22000 recognised by GFSI?

Yes. FSSC 22000 has been GFSI benchmarked since 2010 and Version 6 is recognised against the current GFSI benchmarking requirements. Buyers who accept BRCGS, IFS, or SQF generally accept FSSC 22000 as equivalent.

Which FSSC 22000 category applies to us?

Categories include food manufacturing, packaging, animal feed, catering, retail, and transport and storage. Each has its own prerequisite programme specification. We confirm your category with you during gap analysis so the right specification is applied from the start.

What changed in FSSC 22000 Version 6?

Version 6 added requirements on food safety and quality culture, quality control, food loss and waste, and equipment management, and strengthened allergen management and environmental monitoring. All audits from April 2024 are conducted against Version 6.

How much does FSSC 22000 certification cost in Malaysia?

Cost depends on whether you already hold ISO 22000, your category, the number of lines and sites, and how much facility upgrade the prerequisite programmes require. Certification body fees are quoted separately; we provide a written, fixed-scope quote for consulting after reviewing your facility.

Will we receive unannounced audits?

Yes. FSSC requires at least one unannounced surveillance audit within each three-year certification cycle. Keeping monitoring records and prerequisite programmes current at all times is therefore part of the design, and BUKTI is built to make that continuous readiness routine.
