Build a management system your SAMM assessor, your measurement uncertainty budget, and your customers can all rely on.

What it is

ISO/IEC 17025:2017 sets general requirements for the competence, impartiality, and consistent operation of testing and calibration laboratories. It combines management system requirements with technical requirements covering staff competence, equipment, sampling, and measurement uncertainty. In Malaysia, accreditation is granted by Standards Malaysia, the Department of Standards Malaysia, under its SAMM programme, following an on-site assessment against the standard and against the specific scope of accreditation the laboratory applies for, method by method.

Who needs it in Malaysia

Testing labs supporting manufacturing quality control
Material, product, and environmental testing labs need accredited results that customers, regulators, and downstream certification bodies will actually accept as valid evidence, not just an internal report.
Calibration labs serving instrumentation-heavy industries
Manufacturers, hospitals, and oil and gas operators rely on calibration labs to keep measuring equipment traceable and within tolerance, which itself requires an accredited calibration certificate for their own audits.
Labs bidding for government and MNC contracts
Tenders and vendor panels increasingly ask for SAMM-accredited test or calibration results by name, not a general quality certificate, and score submissions without one lower regardless of actual technical competence.
Labs expanding their scope of accreditation
Adding a new test method or measurement parameter means proving competence and an uncertainty budget for that specific addition, a process labs often underestimate when growing their service list.

Our process

  1. Gap analysis against management and technical requirements

We assess your lab against both the management system clauses and the technical requirements for personnel, equipment, and environment, and set out a dated, written action list for each gap found.

  2. Scope of accreditation definition

We help you define exactly which tests, methods, and measurement ranges to include in your scope of accreditation, balancing what your market actually needs against assessment cost and timeline.

  3. Measurement uncertainty and method validation

For each method in scope, we build or review the measurement uncertainty budget and validation evidence assessors expect to see, so results carry a defensible, quantified confidence figure.

  4. Internal audit and management review

A full rehearsal against the standard's internal audit and management review requirements, with findings closed and objective evidence filed before the SAMM assessment date is confirmed.

  5. SAMM assessment support

We prepare your staff for witnessed testing or calibration during the assessment, help you respond to assessor findings in real time, and track proficiency testing participation the scope requires.

Timeline

A single lab with an existing quality system and one or two test methods in scope typically reaches accreditation in five to eight months from gap analysis. Labs with no prior quality system, or applying for a wide scope across many methods, often need nine to twelve months, since measurement uncertainty budgets and proficiency testing results need to accumulate before the assessment. Standards Malaysia's own assessment scheduling adds further lead time once your application is submitted.

What affects the cost

  • Number of test or calibration methods in the scope of accreditation
  • Equipment calibration, traceability, and maintenance costs
  • Staff competency evaluation and technical training required
  • Proficiency testing or interlaboratory comparison participation
  • Standards Malaysia SAMM application and assessment fees
  • Complexity of the quality manual and method documentation

How BUKTI helps

  • BUKTI keeps your document control register and method records current, so version history and approvals are never the finding a SAMM assessor raises.
  • Nonconforming work and corrective actions run through BUKTI's CAPA workflow, with root cause and closure evidence tracked automatically for the next assessment.
  • Management review inputs, from proficiency testing results to internal audit findings, are compiled in BUKTI so the meeting starts with organised data.

FAQ

What is scope of accreditation and why does it matter?

Scope of accreditation is the exact list of tests, methods, or calibration parameters SAMM has assessed and accredited your lab for. Only results within that scope carry accredited status; a report outside it is treated as an ordinary, non-accredited test result by customers and regulators.

How is ISO 17025 different from ISO 9001?

ISO 9001 certifies a general quality management system. ISO 17025 leads to accreditation, a more technical assessment that also examines staff competence, equipment traceability, and measurement uncertainty for specific test methods, which ISO 9001 does not evaluate at that level of detail.

Do we need to calculate measurement uncertainty for every test?

Yes, in some form. ISO/IEC 17025:2017 requires labs to identify contributions to measurement uncertainty for each method in scope, though the depth of the calculation can vary by method and by how the result is used or reported to the customer.

How much does SAMM accreditation cost?

Cost depends on the number of methods in scope, existing equipment traceability, and how much of the quality system already exists. Standards Malaysia's own assessment fees are quoted separately from our consulting fees; we give a written, fixed-scope quote after reviewing your lab.

How long does accreditation take?

A lab with an existing quality system and a narrow scope can be accredited in five to eight months. A wider scope or a lab starting from no documented system often needs nine to twelve months, largely driven by Standards Malaysia's own assessment scheduling.

What is proficiency testing and how often do we need it?

Proficiency testing compares your lab's results against other labs testing the same sample, verifying your method performs correctly. SAMM expects ongoing participation for each accredited method at a frequency set by the relevant technical committee, not a one-time exercise before assessment.
