Business continuityISO 22301:2019

Answer the business continuity question in your bank, GLC, or MNC supplier questionnaire with a certified system that has been exercised and can show the records.

What it is

ISO 22301:2019 is the international standard for business continuity management systems, published by the International Organization for Standardization. It requires an organisation to identify the products and services it must keep delivering, analyse the impact of disruption over time, assess the risks that could cause it, and put in place continuity strategies, plans, and exercises that are tested and improved. The 2019 edition simplified the 2012 version, aligned it with the common ISO high-level structure, and removed prescriptive wording so the standard fits small firms as well as banks and data centres.

Who needs it in Malaysia

Financial institutions and their critical service providers
Bank Negara Malaysia's Risk Management in Technology (RMiT) and Business Continuity Management policy documents set expectations for banks, insurers, and payment operators, who in turn ask their outsourced service providers to show a tested BCM programme. ISO 22301 is the shortest way to answer that request with independent evidence.
Data centres and cloud, hosting, and managed service providers
Colocation and cloud operators in Cyberjaya, the Klang Valley, and Johor now serve hyperscale and corporate customers who ask for ISO 22301 alongside ISO 27001 before signing. Certification confirms that disaster recovery and operational continuity have been exercised and recorded.
Shared services centres and BPO operations
Malaysia hosts regional shared services for finance, HR, and IT support of multinational groups. Parent companies run group BCM audits and clients run due diligence, and an ISO 22301 certificate lets the Malaysian centre answer both with one set of evidence.
Suppliers filling in GLC and MNC questionnaires
GLC vendor registration portals and MNC supplier onboarding forms increasingly include a business continuity section asking for a BIA, plans, and the date of the last exercise. A certified system makes that answer consistent every time the question is asked.
Manufacturers and logistics operators exposed to flood season
Monsoon flooding on the East Coast and the Klang Valley floods of December 2021 stopped factories, warehouses, and transport routes for weeks. ISO 22301 forces early decisions on alternate sites, buffer stock, and substitute suppliers, so recovery follows a plan that was agreed in advance.

Our process

  1. Gap analysis and scope definition against ISO 22301:2019

We review existing policies, plans, and records against every clause of ISO 22301:2019, help you set the scope by product, service, and site, and hand over a dated, written action list for every gap.

  2. Business impact analysis and risk assessment

We facilitate BIA workshops with department heads to set recovery time objectives, recovery point objectives, and maximum tolerable periods of disruption for each activity, then run the risk assessment against the disruptions that are plausible for you, such as flooding, power failure, cyber attack, and supplier failure.

  3. Continuity strategies, plans, and procedures

From the BIA we help you choose solutions you can afford, from alternate sites and off-site backup to substitute supplier agreements, then write the business continuity plan, IT disaster recovery plan, and crisis communication procedures your team can follow under pressure.

  4. Exercising, testing, internal audit, and management review

We plan and facilitate the exercise programme, from tabletop exercises to full recovery tests, record the results, then conduct the internal audit and management review with the inputs the standard requires before the certification body arrives.

  5. Stage 1 and Stage 2 certification audit support

We accompany you through the Stage 1 document review and Stage 2 on-site audit by an accredited certification body, help you close findings within the stated deadline, and set up the next exercise cycle for the annual surveillance audit.

Timeline

A single-site organisation that already holds ISO 27001 or ISO 9001 typically reaches ISO 22301 certification in four to six months, since document control, internal audit, and management review are already running. A single-site organisation with no existing management system usually needs six to eight months, and a multi-site group nine to twelve months. What sets the pace is how long management takes to approve continuity strategies that need spending, and the need to run at least one recorded exercise before the Stage 2 audit.

What affects the cost

  • Number of sites, departments, and services in scope, and whether IT disaster recovery is included
  • Whether a business impact analysis and risk assessment already exist or must be run from scratch
  • Complexity of the continuity strategies, such as alternate sites, redundant links, or reciprocal agreements
  • An existing ISO 27001 or ISO 9001 system that clauses and records can be shared with
  • Certification body fees, quoted separately by the accredited body you choose
  • Whether staff need to be trained to plan and run exercises themselves

How BUKTI helps

  • BUKTI keeps the BIA, risk register, continuity plans, and exercise records in one controlled, versioned system, so auditors and customers see the same current set of documents.
  • Exercise findings and audit nonconformities run through BUKTI's CAPA workflow, with root cause and closure evidence tracked to completion.
  • Management review inputs such as exercise results, the incident log, and supplier changes are compiled automatically in BUKTI so the meeting starts with data.

FAQ

What is the difference between ISO 22301 and a business continuity plan?

A business continuity plan is one document. ISO 22301 is a management system that covers business impact analysis, risk assessment, strategies, plans, exercises, internal audit, and management review, with a certificate from an accredited body. Customers who ask for ISO 22301 want evidence that the plan is tested and maintained.

Does Bank Negara Malaysia require ISO 22301?

No. BNM's RMiT and Business Continuity Management policy documents set expectations for licensed institutions without naming ISO 22301. Institutions translate those expectations into supplier requirements, and an ISO 22301 certificate is the simplest evidence to attach to an outsourcing questionnaire.

Do we have to make our BCP tests public?

No. ISO 22301 requires exercises and tests to be planned, performed, and reviewed, with records kept for the auditor. You choose what to share with customers, and nothing in the standard requires results to be published.

Can ISO 22301 be integrated with ISO 27001?

Yes. Both share the ISO high-level structure, so policy, document control, internal audit, and management review can be run once. Control 5.30 of ISO 27001:2022 on ICT readiness for business continuity is met directly by the ISO 22301 disaster recovery plan.

How much does ISO 22301 certification cost in Malaysia?

Cost depends on the number of sites and services in scope, whether a BIA already exists, and how much investment the continuity strategies call for. Certification body fees are quoted separately; we provide a written, fixed-scope quote for consulting after reviewing your operation.

What changed in the 2019 edition?

The 2019 edition simplified the 2012 text, removed prescriptive requirements, and restructured Clause 8 into business impact analysis and risk assessment, strategies and solutions, plans and procedures, exercise programme, and evaluation. Implementation guidance moved to ISO 22313. Certificates to the 2012 edition are no longer valid.
